提高供给质量是供给侧结构性改革的主要方向,全面提高产品和服务质量是完善供给体系的中心任务。经过长期不懈努力,我国整体质量水平稳步提高,质量安全形势稳步改善,有力支撑了经济社会发展。但也要看到,我国经济发展的传统优势正在减弱,实体经济供需结构性失衡,问题突出,特别是中高端产品的有效供给和服务。发展进入质量时代。现就开展质量改进行动提出以下意见。

(十八)推进质量普治

创新质量治理模式,注重社会各方参与,完善社会监督机制,推进依法治国社会多元治理,构建市场质量共治格局主体自治、行业自律、社会监督、政府监督。加强质量社会监督和舆论监督。建立健全质量信号传递反馈机制,鼓励消费者组织、行业协会、第三方机构等开展产品质量对比测试、综合评价、体验调查,引导理性消费选择。

四、夯实国家质量基础设施
